I wouldn't say clever as much as a very good eye, Charlie.....

I would have said "balloons, rock, fishing pole" as I see no one holding a rope in the 2007 photo.

I agree with the Cap'n - I don't see anyone with hands on that rope.
One could argue that the ducks in the 2003 pic are "holding up traffic", but then again, the question specifically said hands needed to be involved.

I agree that nobody has their hands on that rope. However, Charlie specifically said "or at least appear to be". Therefore, I think rope would be the answer along with the rock. Nice pictures.
